Construction Products Regulation

The revised EU Construction Products Regulation (CPR), effective from January 2025, introduces mandatory environmental impact reporting—including Global Warming Potential (GWP)—for priority construction products such as steel, concrete, and insulation. Products must now include this data in Digital Product Passports (DPPs) and Declarations of Performance (DoPs), aligning with EN 15804 standards. This shift aims to standardize and digitize sustainability data, enhance CE marking integrity, and facilitate market access through verified Environmental Product Declarations (EPDs).

The 2024 revision of the Construction Products Regulation (CPR) strengthens the EU’s push for climate-resilient and transparent construction practices by requiring manufacturers to declare environmental performance metrics, starting with GWP from January 2026. This data will be included in a Digital Product Passport (DPP) and an expanded Declaration of Performance and Conformity (DoPC), both mandatory for CE marking. The regulation harmonizes compliance across Member States, links with EN 15804+A2 standards, and gradually phases in more environmental indicators up to 2032. EPDs become essential tools for CPR compliance, offering third-party-verified data on life-cycle impacts. Manufacturers that align early with these standards not only ensure market access but also gain competitive advantage in public procurement and green construction projects.

Collect data

Identify your product’s applicable harmonized standard and begin collecting lifecycle data, including GWP and energy use, in alignment with EN 15804+A2.​

Construction Products Regulation - CPR

  • Mandatory for construction products covered by harmonized technical specifications under the updated CPR.

  • Based on EN 15804+A2 and harmonized technical specs for each product category.

  • Environmental data disclosure phased in:

    • GWP (Global Warming Potential) from 2026,

    • Core indicators from 2030,

    • Additional indicators from 2032.

  • Verification is conducted by a Notified Body under the AVCP (Assessment and Verification of Constancy of Performance) system.

  • Data must be collected within a Factory Production Control system.

  • Uses a “worst case” declaration principle to ensure performance does not fall below declared levels.

  • Valid as long as the product matches the declared characteristics.

  • Published via a Declaration of Performance and Conformity (DoPC) in a digital, machine-readable format (DPP).

  • Non-compliance results in prohibition from placing the product on the EU market.

Environmental product declaration - EPD

  • Voluntary for any product type; often used for new or key products in construction.

  • Based on EN 15804+A2 and specific Product Category Rules (PCRs) from EPD program operators.

  • Requires immediate disclosure of core and additional life-cycle impact indicators.

  • Verification is performed by a third-party verifier authorized by the program operator.

  • Data collection is flexible and can be ad hoc or based on broader production averages.

  • Allows averaging with controlled variance, making it adaptable for product families.

  • Valid for five years, unless a significant environmental change occurs (e.g. 10% shift in any indicator).

  • Published as a PDF document and sometimes in a structured digital format.

  • Non-compliance results in reduced competitiveness and exclusion from projects that require EPDs.
